I have discovered that I can circumvent this problem if I change the base image to: FROM /dotnet/sdk:6.0-windowsservercore-ltsc2022 For example, I use the jdk package version 8u144-1 (deliberately not updated to 9 as it would break a few related packages) so I do not need an additional jdk.
